Preliminary Recommendations of the
Information Technology and Facilities Subcommittee
as of August 15, 2003
Information Technology:
Snow College provides quality information technology
infrastructure and support for all instructional and administrative college
programs through the following:
1) Establishing a standing college-wide information
technology committee with two ongoing charges. To view the charter Click

- to make recommendations for creating an information technology
environment that is flexible and responsive to emerging technologies,
- to create and make recommendations for implementing an ongoing information
technology strategic plan.
* Measure of success: When IT Committee is established and meeting regularly
(2) Fostering technology enhanced instruction by installing and upgrading
high technology in all classrooms and by developing the infrastructure to
support technology-based distance education.
* Measure of success: When internet and presentation device
(e.g. Projector) are installed in all classrooms (and labs as designated
by the divisions).
* Measure of success: Annual assessment of whether instructors have adequate
support to develop the distance education they want.
(3) Fostering technology-enhanced administrative services, student services
and infrastructure.
* Measure of success: Successful implementation of Banner
(4) Establishing a maintenance, replacement and expansion plan for information
technology including necessary budget, software licensing and infrastructure.
* Measure of success: Within a year of the formation of the
permanent IT Committee there will be a plan in place for maintenance,
replacement, and expansion of information technology.
(5) Developing and implementing an on-going technology training plan.
* Measure of success: Within a year of the formation of the permanent
IT Committee there will be a plan in place for training users.
Facilities:
Snow College is committed to implementing the master plan for its campuses
through the following: (1) Combining the master plans for the two
campuses into one document.
* Measure of success: One combined document by the end of 2004
(2) Providing adequate parking, pedestrian safety, adequate lighting,
and traffic flow.
* Measure of success: one can find a parking place at 10:30 a.m.
* Measure of success: Annual safety, lighting, traffic flow, and accessibility
assessment with recommendations from the director of public safety.
3) Maintaining an adequate infrastructure to support physical plant needs.
* Measure of success: rooms will be a comfortable temperature
year-round and new buildings will be accommodated.
(4) Fostering new construction projects that blend well with existing architecture
on its campuses. * Measure of success: Following the campus
master plan
(5) Preparing for the future by acquiring land to enhance and develop its
campuses. * Measure of success: Following the campus master
plan
(6) Enhancing its campuses with attractive landscaping and appropriate
lighting that minimizes light pollution.
* Measure of success: Following the campus master plan
(7) Evaluating and addressing student housing needs on both campuses
(on an ongoing basis).
* Measure of success: Annual review of housing needs and plans
Specific immediate housing recommendations include:
- The Ephraim campus should continue to provide affordable student housing near campus and the Richfield campus should move forward in beginning to provide affordable student housing housing near the campus.
- Maintain the current number of available dorms in Ephraim until enrollment catches up with housing capacity.
- Do a cost analysis to see if renovating current dorms to make them more attractive to students is cheaper than razing old dorms and raising new ones on the same ground.
- Try creative marketing ideas, such as the use of radio and billboard advertising, the creation of major specific dorms (i.e., math/science, performing arts, etc.), or awarding housing scholarships instead of tuition scholarships.
- Make the dorms a "better deal" financially for the students than the off campus apartments.
Charge
The Information Technology & Facilities
Subcommittee is responsible to provide recommendations to the Executive
Planning Council on the following:
1. Develop a Snow College IT Strategic Plan to use
technology to improve learning and administrative processes, including:
- IT infrastructures and infrastructure replacement
plan
- migration to new technologies plan
- instruction (hybrid/distance education)
- hi-tech classrooms/multimedia/hi-tech equipment
- communication technologies (student email, etc)
- web-based services (e.g. self-serve access to decision-support
information)
- computer support/help desk
- organization of IT services
2. Review and enhance the Campus Facilities Master
Plan for Snow's land and facility needs into the foreseeable future (specifically
make recommendations with regard to new construction advancement, satellite
sites, housing, library, labs, classrooms, athletic fields, maximize utilization,
equipment needs, etc.)
