Terrell H. Bell Teaching The Teaching Incentive Loan (TIL) is funded by the Utah State Legislature. TIL recipients are required to pursue an educator preparation program, obtain educator licensing, and then teach in Utah public schools for a period equal to the time they received assistance. For students who become certified and teach in hard-to-staff schools, each full year of teaching will be considered payment for two years of the loan. Colleges and departments of teacher preparation will give special consideration to students who prepare to teach special education, math or science. The TIL consists of a waiver (of resident tuition and fees) to be used for a period not exceeding 8 semesters. The program is jointly administered by the State Board of Education and the State Board of Regents. Learn more about the T.H. Bell Incentive Loan Program by reviewing Regents' Policy R603.
