Pandemic Safety Plan

A group of college leaders appointed by President Cook had developed a framework to guide the college and departments in planning a return-to-campus under various scenarios.

These guidelines closely align with the "Utah Leads Together" plan prepared by the governor’s office and with guidelines established and coordinated by the higher education task force lead by Commissioner Woolstenhulme.

The guide will provide criteria for how the college will return to in-person operations under various conditions using a color scheme that mirrors the one used by state public health officials.

  • Green = normal risk (normal operations)
  • Yellow = low risk (modified working)
  • Orange = moderate risk (limited working)
  • Red = high risk (mandatory only)

Snow College will operate under the higher of either the state or local risk level.

Key principles in this planning (adapted from the Utah Leads Together plan):

  1. Vigilance and data-informed decision making: The COVID-19 risk will remain and all of us need to be vigilant. It is not a short-term problem, but rather a new risk Utahns will have to manage.
  2. Confidence: The COVID-19 emergency is not only a public health and economic crisis, it’s a crisis of public confidence. People have to believe they and their loved ones are safe before the economy and the College can ramp up operations.
  3. Patience, respect and care for the vulnerable: Lifting public health measures prematurely will destabilize confidence and hurt the economy. The college must act in accordance with the best public health guidance balanced with other key social, economic and health indicators.
  4. Innovation and new protocols for safety: The College and the State have learned important lessons over the past month and we have the opportunity to improve our systems moving forward.
  5. Engagement: We can feel invigorated during a crisis if we engage. Pandemics end; we will get through this and emerge even stronger.

The Governor’s Office of Management and Budget and the Utah Department of Health, with assistance from Leavitt Partners, have developed recommendations to support the roadmap for reactivation of the Utah economy while stabilizing public health. These guidelines may provide appropriate flexibility for regions within the state to proactively protect public health, reactivate the Utah economy, and minimize damage to Utah’s quality of life. 

Snow College is adapting these recommendations to plan college operations under various scenarios.

The following guidelines are non-specific to the colored phase the College is in. Regardless of the phase, all College functions will incorporate these general guidelines into their operational procedures when Snow College is in Red, Orange or Yellow phases.

2.1 - Hygiene and General Guidance

Follow strict hygiene standards, including:

  • Wash hands frequently with soap and water for at least 20 seconds
  • Use hand sanitizer frequently. 
  • Avoid touching your face
  • Cover coughs or sneezes (e.g. into a tissue, sleeve, or elbow; not hands)
  • Regularly clean high-touch surfaces (e.g. door handles, counters, light switches, remote controls, restroom surfaces). 
  • Follow any other standards promulgated by the Centers for Disease Control and Prevention (CDC), the Utah Department of Health, and local health department
  • Do not shake hands
  • Phone and video chats encouraged in place of in-person meetings
  • Help others as reasonably appropriate
2.2 - Households with High-Risk Individuals
  • “High-risk individuals” include those over 65, those living at senior living facilities, and those of all ages with underlying medical conditions, including chronic lung disease, asthma, heart conditions, severe obesity, chronic kidney disease, liver disease, or otherwise immunocompromised (undergoing cancer treatment, smoker, bone marrow or organ transplantation, immune deficiencies, poorly controlled HIV or AIDS, and prolonged use of corticosteroids and other immune-weakening medications)
  • For those living with a high-risk individual, household members should conduct themselves as if they are a significant risk to the high-risk individual
  • Wash hands before interacting with the person, including before feeding or caring for the person
  • If possible, provide a protected space for high-risk household members, and ensure all utensils and surfaces are cleaned regularly
  • Those who are, or work with, vulnerable populations should undergo daily screening/symptom monitoring and should be tested if they develop COVID-19 symptoms
  • High-risk populations should take extra precaution to avoid close contact with multiple people, including having the same caretakers whenever possible

2.3 - Households with Sick Members
  • Give sick members their own room if possible and keep the door closed
  • Consider providing additional protections or more intensive care for high-risk household members
  • Have only one household member care for them
2.4 - Social Distancing
  • Maintain social distancing of at least six feet apart from others
  • Workspaces and other public areas will be designed to help enforce social distancing and remind students, employees and the public to maintain proper distancing
  • Where social distancing is not possible, plexiglass shields or other protective devices may be utilized
  • Markings placed on floor six feet apart for campus areas where there may be lines formed.
  • Reminder signage placed throughout campus to maintain social distancing. Especially in higher risk areas such as food services and campus stores.
2.5 - Business Related Travel
  • Limit out-of-state travel to only approved and essential travel
  • Self-quarantine for fourteen days following any travel taken to high risk areas or after knowingly being exposed to someone diagnosed with COVID-19
2.6 - Personal Travel
  • Personal travel out-of-state must be disclosed to HR through the COVID travel disclosures
  • Self-isolation or quarantine may be required for employees that had personal travel to high risk areas
  • Self-isolation or quarantine may be recommended for students that travel out-of-state to high risk areas
2.7 - Illness
  • Students, Faculty and Staff who are feeling ill should not report to work or class
2.8 - Symptom Checking
  • In higher risk areas, employees, students and public participants may be asked to undergo symptom checking prior to being allowed to enter college owned buildings or venues. Symptom checking may consist of completing questionnaires, taking temperatures, and other practices as recommended by the Health Department or the State. Where symptom checking is performed, logs may be maintained.
  • Personal symptom monitoring is recommended during all phases. For employees or students that are feeling ill, refer to the Health Department guidelines for symptom checking and if necessary, get tested for COVID-19.

4.14 - Outside groups renting space

Facilities will be available for rent.

Additional charges may be incurred for sanitizing and cleaning the venue both before and following the event.

5.8 - Ensembles

Ensembles to rehearse, when possible, in “echelon.” 25 students will rehearse on the hour instead of 100 students. Ensembles will be divided into advanced standing students and lower standing students and attend at different times.

5.9 - IVC Courses
